ABDM Compliance in 2026: What Every Hospital Needs to Know

ABDM is no longer optional for growth-focused hospitals. Here is a practical breakdown of M1, M2 and M3 — and how to get compliant without stalling operations.

The Ayushman Bharat Digital Mission (ABDM) has moved from policy to practice. Government empanelment panels, insurance networks and even patient expectations now revolve around digital health IDs, linked records and interoperable data. For hospital leaders, the question is no longer "if" but "how fast".

The three milestones, in plain language

ABDM compliance is commonly described in three milestones. M1 means your facility is registered in the Health Facility Registry (HFR) with a unique facility ID. M2 means your doctors and staff are registered in the Health Professional Registry (HPR). M3 is the big one — enabling actual Health Information Exchange (HIE), where patient records flow securely between providers with patient consent.

  • M1 — Facility identity in the national registry
  • M2 — Doctor & staff identity (HPR)
  • M3 — Live health-data exchange with consent

Why waiting is expensive

Every month of delay widens the gap between your hospital and ABDM-enabled competitors. Panels and insurers are beginning to filter empanelled providers by ABDM status, and patients with ABHA IDs increasingly expect their records to follow them. Early movers also enjoy smoother audits and fewer retro-fits later.

The fastest path is to choose an ABDM-enabled HIMS rather than bolting compliance onto legacy software. Native integration means registry sync, consent flows and data exchange happen inside the same workflows your staff already uses.
